You must be signed in as an administrator to be able to enable or disable including driver updates in Windows Update.
While this is suppose to prevent all drivers from being included in Windows Update, some people are reporting that they are still having some drivers available.
Too often the 10 upgrade or clean install will simply grab the first available but not the actual working driver sets.
